However I think if a race is going to allow doping they should clearly advertise "WE ALLOW DOPING AT THIS RACE" so that other banned athletes like Asbel Kiprop know they are welcome. Otherwise one could argue it is misleading.
If the race is not sanctioned by USATF, she is free to run and win prize money. It's just a fun run at that point and if they want to have money, it's their race.
Yes, she is. Race directors might not notice who is signing up. Here however, it's kind of her home race, so they might have enjoyed having her there.
