1/10 but on the off chance this isn't a troll you should look at places in Jefferson Parish such as Harahan and Metairie. Those places are much cheaper and safer than even the safest areas in Orleans Parish (Uptown/Tulane), but they are pretty boring. Thankfully the suburbs are only a 15-30 minute drive away from all of the fun stuff in New Orleans, and traffic is not bad compared to other cities.
In the suburbs, at night you can run through the neighborhoods since there's very few cars on the roads, and there's a very long paved levee along the Mississippi River that goes ~25 miles outside of the city, which is a fine place to run at night. If you are looking for soft surfaces, there's another long levee (~10 miles) along the lakefront that's grassy on the top, and there's the streetcar path on South Carrollton and St. Charles that's (~5.5 miles). It's one of the few places to run in Orleans Parish that's actually safe and relatively well lit at night.
