Gun restrictions were put in place originally to keep them out of black people's hands so they could not defend themselves against individuals and mobs coming after them. I prefer to see law abiding citizens of all races able to defend themselves from violent criminals. The police sure can't do it for you.

No they haven't. At least not a statewide law. Individual counties make their own rules about whether they will issue CCLs. Many rural counties issue CCLs after a background check and completion of a safety class. Others like SF, LA issue essentially zero CCLs. Totally up to the local county Sheriff. Where I live, Santa Clara county, the Sheriff is under indictment right now. Apparently, under her leadership NO CCLs are issued, unless you were a big donor to her reelection campaign.
