The theory of "don't need to go all out in most of those" is not 100% true. Yes for a sub 4min or 4min miler running 4:08-10 should not destroy you. Imagine they are running two events. This makes it more difficult then people think. There is only seven days in a week and if you spend one of them racing 9:05 and 4:10 for 5 weeks straight it will throw off a lot of good training and progression. I'm not saying everyone should skip CIF. I'm saying the system is off and does need to change. Mainly because CIF southern section is the only section in the state to do it this way. All sections should have the same qualifying system on the road to state.
