It seems like a reasonable article, despite the fairly non-matching, semi-bogus title of it (and the extremely simplistic summary of the situation, above).
Wars are usually hard and complicated. Individual countries - and multitudes of organizations and individuals within them - disagree on how, exactly, to wage wars. Separate countries will surely do the same, and perhaps often to an even greater extent. Shocking stuff. And surely not necessarily indications that there are great "cracks" and/or incompetence involved on the U.S. side in this, so far.
Put a different way, the U.S. could surely do more, and the U.S. surely could do less (I happen to lean towards the former). Reasonable arguments could be made for both.
