The West had no issue with Russia bombing Grozny to smithereens as the Chechen rebels were seen as part of the Islamic terrorists like Al Qaeda. There were only some cries from human rights groups about the scale of destruction and targeting of civilians, which we now know is Russian military doctrine.
I will say that there is a lot of intrigue behind this terrorist attack as the US a few weeks ago issued a warning of an imminent attack and Russia claimed to have foiled it. Russia claimed that an ISIS aligned group from Afghanistan was behind the "foiled" attack. But the claim was that the "foiled" attack was to be directed at a synagogue and was part of rising tensions between Jews and Muslims in Russia over the Gaza war. Russia did veto the US ceasefire proposal at the UN today.
Of course, it would be crazy if this really was an Islamist terror attack and then Putin's FSB grabs a couple of captured Ukrainian soldiers and claims that Ukraine did it. I could see Putin letting the FSB lower their guard to make this attack possible so he could then use it to justify a draft. The US intelligence briefing explicitly warned of an attack on a concert hall. There is video on the internet of the terrorists storming the lobby and blowing away people without anyone returning fire.

These Ukrainian terrorist attacks already occur on a near-daily basis and have for years, albeit usually closer to the border. The Russian government has no need to frame Zelensky's government for terrorism. Noone in their right mind doubts it. Dugin, Nordstream... don't kid yourself.
The toll from this latest attack is on the same scale as regularly happens in Belgorod, and in Donetsk city, which is now officially part of Russia. Only difference is precious little you are protected from hearing about that.
