Public school facilities are owned and operated by the school district, and they're not merely automatically open and accessible to the public, even if you pay property taxes. Allowing the public to use certain facilities is a courtesy of the district, not an automatic right of the public. You can't go into city hall and take a dump on the mayor's desk either.
Those that have access to public school facilities are lucky and should act accordingly. The recourse of those that do not have access is to raise hell at school board meetings, or work to get new school board members elected.
I see your point but I still don’t think it even remotely excuses sh1tting on the track. Pull up YouTube, type in “Luke Matthews Workout Wednesday” and click the flotrack video. The first frame is a drone shot of the track and the surrounding area. IMO there’s ample places to sh1t that aren’t the track. Also If it’s so bad that you think you’re gonna sh1t yourself, don’t hop back in for another rep. F@ck me like
jesus christ people. Picture this - your 25 year old elite runner is clicking off k repeats, she feels something building in his bowels, but he's at the training session with his teammates. After the next recovery, she realizes, she's got to go - runs over to the bathroom and its getting really bad, this is going to come out one way or another. Bathroom is locked -she'll run over to the porta jon by the soccer fields - it is gone/taken away after the weekend tournament/locked up/completely covered in crap/being lived in by the homeless - chose your own scenario. Looks around, no other options, there aren't any businesses nearby that would be open, there aren't even any woods around. She's going to try to hold it and continue the workout. After missing a rep, she hops back in. This next rep isn't going so well, he's way behind Sam, taco Shelly, Greek Alexi, and Mary, the other runners in her pace group. Hell, 600 meters in she doesn't know if she can finish the rep, something is coming out of her one way or the other. And then its a move to lane 8.
This is just one of who knows how many scenarios.

Pooping when you've got to poop is one thing. As a runner we should all 100% sympathize.
But adults paid to represent a brand should have the sense to clean up if this happens.
On a slightly related note, I tried to watch the podcast clip from Flotrack on the subject and couldn't make it more than about a minute. I forgot how awful they are.
Dude, you are either a deviant, or your pre-run routine needs a ton of work. I've been running for many many years, and only used a park restroom, or port-0-pottie 3 times. I have had close calls a few times, and been in extreme discomfort, but never felt the need to go find some bushes to push out feces.

I have a sensitive stomach. I could wait for the perfect window of time to go for a run, or I could just go and let my guttiworks sort themselves out. And like with all things running, don't assume that things work the same way for you that they do for someone else. I have learned to manage my pooping, but I also don't shy away from it if the urge makes itself known and I can find a good spot. (which, again, I am very good at doing because I am smart, bold, and fearless)
You sound anal-retentive like most runners. I bet you couldn't poop outside unless your sphincter was involuntarily opening. You need to get back to the earth. I have tips on wiping depending on what you have available, just ask.

Seems unlikely the visiting pro runners are part of the "public" paying for the track. For that matter, depending on the city, it's possible not even ALL the public are paying for the track (in our town, it's only the people within the school district).
Tracks are built for people to run on. And when you have to do a workout, you will most likely need to go in advance or even between intervals, lest the workout be bad, especially when you have to drive an hour before or after. That's why they have restrooms at tracks. When those restrooms are not open, it creates situations that you avoid by keeping them open. Running itself, as you should know, gets things moving in this direction. So, if the bathrooms outside are locked during the day, what are you going to do? Naturally, go inside the nearby building. If you're running through the hallway, it is presumably to get back to the workout as quickly as possible. No high schoolers would be in danger because of it. After all, they are not accompanied at every step out in public or at games, right? They do encounter others. No harm, no foul, but leave the tracks and track bathrooms open so that the tracks fulfill the purpose for which they were created. And recall that the purpose is a social good, a healthier populace and thus greater longevity and lower health care costs for everyone.

I’ll never forget how embarrassed I was at this huge race that had very few ports potties and I tried in the pack at the start, to do one of those look up in the sky and hope the runners around you do then pee down onto the street...
this lady was behind me with her daughter and she said “ oooh gross”.... sometimes the best of us will just mess up when your really into it. I know it wasn’t this sort of situation but the humiliation afterwards sure is memorable... the lady was right but I drove so far and wanted to run so well
