Isn't the metric the DMR?
Very simple to do this analysis yourself. Look back at the last 10 years of NCAA indoor championships. Look at the DMR. A number of teams will pop up as perennial competitors. Oregon, Virginia Tech, Iowa State, Ole Miss have already been mentioned. I believe Georgetown, Penn State, Villanova, Arkansas, Texas, Indiana, Notre Dame, Stanford, Washington, Oklahoma State, and Virginia all fit that criteria as well. Stanford, Notre Dame, Arkansas, and Oklahoma State are a little different in that they simply had some very strong teams overall in the last decade, so their DMR was still good (even though they aren’t really middle distance specific schools). Penn State and Virginia have struggled in recent years, but their history is good enough to warrant inclusion.
It depends if you’re looking for the best mid distance program for development or performance. These are often very different answers. One is very easy to figure out - see above simple thinking. The other is not nearly as simple.
Best means best. Best isn't improvement. Ask who is the best 1500 runner in the US and you don't answer by telling me who improved the most. Ask which is the best college football team and you don't tell me which one developed its players. It is the one ranked 1st or who wins the playoffs.

Ole Miss: Multiple sub 4 and sub 1:48 guys
Washington: Powell has a history of mid-d success
Iowa St: Multiple sub 1:48 guys
V - Tech: not as good since Thomas left for Oregon
Villanoca: proven history of developing Mid D talent
Taxes A&M in the 800. Great success on both the mens and women’s side.
