Look at all of the Midwest and Northeastern college teams that routinely churn out great indoor track performances without access to indoor track facilities. The athletes get there by doing the stuff posted above.
That said, there's effectively a 100% chance that you can find a private and/or public indoor athletic facility with an indoor track within a reasonable distance that you can use for a fee. You live in one of the highest population density areas of the US. There are "athletic campuses" with 200/300/400m indoor tracks circling courts; some YMCAs have decent tracks, there are gyms with decent running tracks, some municipalities have "community center" indoor tracks, and there are universities with indoor tracks.
