After his dive for the tape, what if Ramaala did manage to hit the tape say with his hand before Paul Terget hit the Chip mat with his foot. Who would get the win?

I think Ramaala. That's the whole purpose of leaning forward. I believe it's any part of the body that crosses the line first.
What? NO.
Are you kidding?
Why is this on here twice?
It is not limbs, it is abdomen.
Abdomen really, I didn't know that. Add that to the many things I don't know. Is it any part of the abdomen? What if you're a midget do you have to jump or get a step ladder?
It's in here twice since it took a long time to post and I didn't it took . Sorry.
Also I agree that chest would win but isn't there some official written rule about chips.
The official winners were done by hand, not chip, it was in the NY Times today. And it goes by torso.

Sorry, but I think it's chest. Probably some sort of self-serving rule designed to discriminate against obese people.
What if you had a rib protruding several inches from your chest? Would that count? Is it USATF that governs marathons?
It's kind of a moot point, becuase it certainly didn't appear that Ramalla was "diving" for the tape. He was falling down.
