Having lived in the Bay Area, I can attest that this is true...well, some have TRIED it, but they get met with serious backlash.
Frisco is a city in these states:
VA
UT
TX
TN
PA
OK
NC
MO
LA
IL

CO
AR
AL
I saw Rock slides in Frisco on TV. Yikes.
Its alot worser in Sacratomatoe than Frisco. Rain, flooding, evacuations, road closures: Sunday was a record-setting day in Sacramento.

The rainfall in SF was about 4 inches. There were some places in the Frisco area that did receive that did receive as much as 9 inches.. Most of the hills in the City are paved over. Do you have a link to an article that describes these mud slides?
