Because one good run does not make a career. Coburn owns 13 of the 16 fastest times in US history, along with WC gold, WC silver, and Olympic bronze. Frerichs still has a long way to go to match Coburn, even with her silver today.

“In all races: (or any part of races) not run in lanes, an athlete running on a bend, on the outer half of the track as per Rule 17.5.2 of the Technical Rules, or on any curved part of the diversion from the track for the steeplechase water jump, shall not step or run on or inside the kerb or line marking the applicable border (the inside of the track, the outer half of the track, or any curved part of the diversion from the track for the steeplechase water jump).
My guess is when she fell over the barrier, she fell inside the track past the rail or stepped inside the track during the race or something. Who knows. All I know is that Courtney is a beast for running with guts

Until today, Emma beat Courtney in pretty much every head to head race except when the AR was set including when she was World Champ and every US championship

Hmm. Seems like she pulled a Biles. She flaked. She realized she wasn't in the hunt for a medal. That Courtney was racing and she wasn't up to task for some reason. So she basically gave up. I'm sad for her but this was her 3rd and final Olympics. She was a great steeplechase and did a lot to put womens steeplechase on the map i the U.S. but Courtney is now top dog, premiere womens steeplechase now. Congrats to her!

Every now and then World Athletics throws in a steeple or two, just to keep it interesting.
Would they really DQ someone for falling over a barrier and happening to land partially inside the rail? What was her competitive advantage in that situation?
Well before this I thought I saw her come close to stepping on the line on the bend right after a water jump. I think she was just starting to fall back at this point.
