Sounds like Igloi and some of the heavy interval training done in the 50's and 60's by runners.
Generally, with motivation, consistency, and smart training, most people can become pretty competitive and reach into first or second tier levels. But to arrive at the level where natural ability takes the elite runners, the genetics had to be in place *in order that* you get to be in the position where heart, desire, smarts, (and a bit of luck) take the day. So, yes, natural ability (and a sly pharmacist) rule.
