I have seen no evidence that he's better over the last 300m than, say, Centro or Hocker.

How many times has Centro beaten Jakob over the last 300m? When you have answered the question you have produced the evidence. I will give a little help : They competed first time in Palo Alto in the spring of 2018 when Jakob was 17.
It is difficult to produce evidence for Hocker vs Jakob since Hocker is a (very talented) college guy competing in the NCCA whereas Jakob is a worldbeater competing in DL.
If Hocker qualify for the 1500m in Tokyo we will possibly get some evidence.
