Why not? When somebody runs on the road, they run the risk of being hit by a car, having a freak heart attack, or a ton of other issues. That would necessitate an ambulance trip or at least somebody coming to pick you up, putting a few to many lives at risk, (depending on traffic, et cetera.) Although a trans-Atlantic rowing trip is much more likely to fail and need a rescue than a Sunday long run, boat travel (at least I'm pretty sure) is a heck of a lot safer and less likely to end in death than car travel when you have a competent crew. So in my mind (and again, I could most certainly be wrong so let me know if I am), the risks offset, and such an endeavor isn't too far outside the status quo as far as risks go.
Rich white kids get bored. I could think of far worse things a bored 21 year old kid has done with their free time. I enjoy paddling with my family (I've got a canoe, two kayaks and three paddle boards that convert to kayaks). It's great exercise and great to be in the outdoors. After a weeklong trip I tend to come home 5-10 pounds lighter than when I left. The more interesting question is how does someone who has been rowing for 70 days at sea still have a muffin top?

By rowing solo across the ocean, she is doing her part to reduce both ozone depleting emissions and her carbon footprint, as well as helping to prevent climate change.
Unlike a certain former presidential candidate who claims to be all for limiting carbon emissions and winning the climate change battle, yet routinely takes his family’s private jet anywhere and everywhere around the globe whenever he wants because (like Newsom, Lightfoot, Cruz, Psaki, Birx, Fauci, Biden, Cuomo, Pelosi, etc) the rules don’t apply to him, this girl is actually doing something about it.

Why do this ?
1) they plan carefully to minimize weather risk
2) after about 2 days, theyre out of reach of CG SAR. So then any rescue would be either a vessel that happens to be nearby (so no extra risk, since they're already there) or a vessel may choose to divert slightly. In the north Atlantic, you would generally always be somewhat near another vessel, maybe a half day typically. And its likely to be a much more seaworthy vessel that would be at no risk in conditions that put the rower at risk. Especially since the biggest risk on this sort of vessel is the water supply becomes contaminated, or something similar that wouldn't be an environmental risk to other vessels.
