I posted the actual top 14 finishers and it is true that in NCAA meets only the top 7 on a time are counted in the team scoring. Hence CU 28, Western 29. No meet (that I'm aware of) following NCAA, USATF (open teams not masters) or IAAF rules scores more than 7 and many only allow 7 to start. This isn't meant to be condescending, it is simple how team racing works.
If the 7 man start limit had been applied in 2002 either team might have won since the teams would have been limited to who the coach thought would run the bets on that day. Sometimes the coaches are wrong. I've seen meets where the non-team runners beat several of the "declared" runners. It makes the competition more of a strategic contest.
In early season meets like the Shoot Out, though, coaches are still figuring out who has the right stuff in the race environment.
This year should be a fast meet (relative to last year any way). The course isn't muddy and the loose sand and gravel has been swept away on the "road" sections.
