Yes, it is. First of all, only about 1 in 20,000 males has an XX phenotype, in which the Sry gene, normally found on the Y-chromosome, winds up on the X-chromosome instead, leading to male sexual development.
But more to the point, if functioning testes are present and the person who has them has receptors that respond to testosterone, it doesn't matter where the testes came from, or whether they happen to be sitting in a nasty-looking bag outside the body (the typical situation, sadly) or safely hidden within the abdomen (as with Caster Semenya). That person can identify as whatever they want, but for sports purposes it's game over -- anyone wanting to have testes circling a track in women's Olympic races is either nu...is either insane or out to ruin sports for women from the world-class level on down.
And again, a lot of trans activists and "feminists" (the newer, openly absurd kind) will tell your straight up that they want the idea of separate sex sports to disappear, no matter the cost. Yet plenty of well-intentioned, hollow-headed libs have been completely suckered by the whole "It's about acceptance and equality" line that they overlook the obvious science-denial, cancellation tactics, and other SJW loveliness coming from these "oppressed" agitators.
Watch how they operate and try to distinguish their tactics in any material way from any other bunch of militant losers who aim to shoehorn their ideas into public policy using a combination of flagrant lying, the winnowing out of opposing voices (from academic settings, Twitter, whatever) and appeals to a legitimate cause that they are grossly perverting, in this case equality of opportunity.
