The report, in French, states that there are no tangible charges against the athlete but that the French authorities would like to question him. In addition, the athlete is in Algeria and has not responded to requests for contact at this time for obvious reasons. Makhlouf was stuck in South Africa where he was training from March until August. The Algerian athletics Federation picked up the tab for his board and lodging in South Africa but still McLeod was incensed that he could not fly home to Algeria.
Actually, no doping products were found in the bag. What was found were materials for injections, syringes etc., but no doping products so that in itself is not an infraction normally. In addition, there were messages and letters found within the bag with the athletes name. However, it has to be proved beyond a reasonable doubt that the athlete doped or intended to dope.
It will be very hard to prove this and so in the final analysis, it would be difficult to bring charges against this athlete.
Makloufi he has a French trainer, Phillip Dupond , who obviously has no knowledge about all of this.
