If you're talking fame in the USA, it's Dahmer, Gacy, Bundy, and maybe someone like the Nightstalker (Ramirez), zodiac killer, or similar "named" killers.
But if you're talking the absolute worst of the worst, none of those guys I feel would be on the list (well, maybe Dahmer). There are some supremely sick individuals throughout history that reveled in torture before murder, and those stories are sickening. Killing is bad enough, but prolonged torture is a whole other level of depravity.
You can’t have a Mr Rushmore of Serial killers without Israel Keyes, Dahmer, H.H. Holmes and Jane Toppan. Jack the Ripper wasn’t American, so he can’t be included since Brits don’t have a Mr Rushmore. You could make the argument for a few others being included but 1 and 3 must be included I think. 2 and 4 because they are just so infamous.
Put myself in there. After having an awesome burrito for lunch yesterday, the gas I blasted last night was enough to wipe out my whole neighborhood.
Hell if it could’ve been bottled, it would’ve killed Covid-19.

I’m limiting my picks to Americans. H.H. Holmes and Richard Ramirez deserve dishonorable mentions, among so many others. The Zodiac killer would be up there based on popularity and intrigue, but I don’t want to carve based on a composite sketch.
Ridgway doesn’t have the name recognition of some of the others, but if you consider his ability to kill numerous victims over 2 decades while fitting in pretty well in society, I think he has an argument for the G.O.A.T.

If you go by fame, or rather infamy, I would put Bundy, Gacy and Dahmer at the top. Maybe Ed Gein as well. Gacy with the clown getup and Dahmer cooking his victims on the stove are hard to beat.

By either title I don’t think he has the same name recognition as my other 3 picks. Bundy, Dahmer and Gacy are the Lincoln, Washington & Jefferson of the Rushmore, while Ridgway is TR.
I put this prompt to my dad before I saw your reply, and he’d never heard of Ridgway or the Green River Killer but was familiar with the other 3 and chose Berkowitz for his 4th.
Bundy has his charm and prison-escape/subsequent sorority massacre
Dahmer has his torturous attempts to create living sex zombies
Gacy has his clown act and crawlspace filled with victims
Berkowitz has his dog who told him to kill, Zodiac has his letters and cipher, etc., etc.
Ridgway lacks that distinctive “wow” factor but was fundamentally sound at what he did. He was the Tim Duncan of serial killers.

For consideration of the board: Richard "The Iceman" Kuklinski. He confessed to killing 100-250 people. The book "The Iceman" is a very good read.
I nominate him because this is a running site and he killed many by mixing cyanide with DMSO. DMSO is used by many runners as an anti-inflammatory because it penetrates far below the surface of the skin immediately upon contact. Kuklinski carried his poison mixture in a spray bottle, would walk past his victim and spray them in the face. He would keep walking and would hear the thud of their fall a few moments later. He only killed some in this manner. He was brutal in many. I guess if you kill so many that you lose track you must have used a lot of methods along the way.
I’m younger, so I’m inclined to lick guys I remember hearing about on TV...first instincts were to list the BTK and DC Beltway Sniper father/son duo.
