Boomers may begin to stutter often due to neurogenic reasons. Perhaps a stroke has altered areas of their brain that control language processing and correct formulation of words.

In my area we call them snot nosed kids. Generally the type that end up visiting the juvi a couple times before their 20s.

That part is completely made up, not true at all. It's just rubber rolling on rubber, easier on the track than spikes. While rolling the tire's speed at the point of contact is zero, just like a running shoe. It's not skidding against the track unless you deliberately skid with the brakes.
I could see the point on a dirt/cinder track, but feet also tear up those tracks, and that's why they have tools to grade those tracks.
