I’m 17 and my vo2 max is mid 60s which would put my 5k at like a high 15 but I’m in the high 17s.... I run decent mileage but not too high ab 55 mpw. I assume my lactate threshold is terrible or my running economy is awful. What could it be?

Neither. VO2 max is a crappy estimator.

Two things:
1. vo2 max is only one part of the equation. Hell the guy with the highest ever recorder v02 max is some average cyclist who couldn't crack it as a pro.
2. Did you get an actual test? Or on your Garmin watch? the garmin watch is a pretty crappy predictor. It just "gueses" using your pace and heart rate.
Could you describe your tempo workout? And when It comes down to the running economy, from what i’ve heard is that running 400m reps are really good for the running economy. It is a speed endurance distance.
Also keeping in the strides for the leg turnover could help. For me in really did because my 5k pace is 5:30 ish per mile whilst i did the striders/200m reps@4 min mile pace. 5:30 per mile feels sort of “easy” then. And the mileage... i don’t really know because There are strength runners (high mileage) and Just speedy runners (lower mileage). Maybe you could increase It.
One thing comes to mind: Poor running economy.
I thought mid-60s V02max was worth a 17-flat or maybe a little faster.

This ^. I tested at 66.7 in July after my PR of 17:33 in April a few years back.
