It's Shaheen, but his success at World Champs makes you think it's more due to timing than anything.
Paul Kipsiele Koech technically doesn't qualify (bronze in '04), but he had a great mental block when it came to medaling in Championships that really hasn't plagued many runners as good as him. You could probably include Alan Webb in the same category though he had a lot more overall inconsistency in his performances altogether. Maybe you could toss Augustine Choge, Ayanleh Souleiman or Nixon Chepseba in this camp, which probably just shows that the 1500 is a tough event.

Paul Kipsiele Koech is Unique among Kenyan Runners in that he was born and raised at Sea Level, And The Kenyan Trials is always at High Altitude, so he rarely made the Team For the World Championships and Olympics.

Yep I'd heard this! Still 3 other appearances in the Worlds with just two fourths and a seventh all to show. So, even when he made the finals, he had trouble translating his form.

Koceh in my opinion is not a 'smart' runner.
Let me explain.
By smart, I mean he is not a tactics guy. He goes all out without giving a thought to tactics.
Kemboi on the other hand is a tactics guy. He knows how to read the race and size up his opponents.
Koech goes all out (hard) and that is the way he used to die.
Just my thoughts.
