Considering the current world record holder and two-time world champion, Saif Saaeed Shaheen, never won an Olympic medal, it's quite obviously him.

"not close" is what I would say Marsh is compared to Shaheen.
Cherono aka Shaheen is the obvious answer but Hard not to be suspicious of a runner switching allegiances to a corrupt country which will do anything to win, secure World Cup bids etc
Boulami was a known doper.
Barmasai, Marsh, Rono are all up there as is Peter Koech.. I’d pick Rono as the ‘best’ as he was on another level for his era.
Don't be suspicious about Shaheen (Always Stephen for me).
He probably is the cleanest WR holder in all athletics.
He Always refused to take any vitamin and any supplement, being confident in his strength only, and for this reason sometimes appeared a little bit arrogant, too.
All the group of Kenyan athletes moving to Qatar (and I remind to everybody that this was fruit of a negotiation between Qatar Ministry of Interior and Kenyan Ministry of Sport, not a choice of Stephen at the beginning) had nothing to do with Qatari doctors or organization. They trained, Always with me, in Kenya for the most part of time, and in Saint Moritz or Italy during the competition period, and nobody of the medical staff worked with us, because I refused to have with me the doctor (who was a Bulgarian, believing too much in the effects of supplements for athletes).
The 1980 Olympic boycott was really, really, a bad deal.
