Maybe you just had a bad day. My suggestion is to eat more donuts, and just try to go into next race even more rested.
Serious answer: you are in 10:10 shape. Try to run more even splits and you might break 10.
4:43 is a hell of a lot faster than 5:13, or even 5:00.
People have been telling you to slow down on tempo runs. Maybe that is good advice, maybe not. Either way it is unlikely to affect how you race next week. It might affect how you race next year. Worth considering.
You said in your race you tightened up and felt bad. It happens. Yes your workouts indicate you should be able to run faster.
The fatigue during the race was all in my legs. Aerobically the race was easy. my legs just felt terrible.
Indicates a lack of tolerance for paces beyond lactate threshold (which you describe as tempo pace)
I’m guessing your coach uses this workout structure in the early season and then brings in harder VO2max intervals mid-late season. Be patient. Races will get better as you get sharper this season. Believe in your coach, the training, and yourself

Muhammad Ali would go entire training camps without having intercourse with women. Why in the world would you be tugging your johnson 15 min before a race? Slow down on your tempos and don't stroke your shaft 15 min before a race.
Could warming up something like an hour too early be the reason for an underperformance like that? How much could something like that hurt a performance? I’ve had two underwhelming 1600 races where I warmed up about an hour too early and one really good 800 race where I didn’t.
From how I read your post, you had a series of great workouts and a single mediocre race. If that's the case, then there isn't enough sample size on the race end to draw any meaningful conclusions.
You aspire to be a 9:30s 3200m runner, and that is a worthwhile goal. Just remember: you are in the process of reaching that goal and the goal itself is your endpoint, right? Frustration is part of the process.

They already have - I've seen what must be five or six. But we can we start the unserious ones as you don't listen to reason and think you're smarter (and faster) than everyone else.
Stop racing your tempos, and your mile repeats on full rest probably indicate your 3200 pace more than you think.
You're discovering that there is not straight correlation between training performances and race performances. I suspect that 4:43 was too of a first mile and wrecked your second mile. As someone else said, maybe think in terms of getting under 10 minutes now

What do your recovery days look like?
It should be easy. You're doing 20 mins of work at a pace that you should be able to theoretically sustain for an hour.
If it's less than 20 seconds a mile slower than your 2 mile race pace though, it's not a tempo.
The more likely scenario is you're just a bad judge of perceived effort. It's okay though; most runners are. That's why they use things like lactate meters and heart rate monitors to objectively stay at the desired intensity.
Slow down your tempos (your easy runs too for that matter), and you will perform better in races; guaranteed.
