Imagine a vertical line going straight up from the fence. If the fan leans over and hits a player, it's interference and that's what Joe West called. The Astros fans are leaning over the yellow line.
You can tell the fans are leaning over by looking at the guy in the white shirt on the right. He's bracing himself with his left hand to prevent himself from falling over the railing. Plus look at the guy in the orange shirt. The edge of his shirt is on top of the fence and he's got his arms in front of that.
Lastly look at Mookie's elbow. Several frames later , it still hits the yellow line indicating he clearly was on the field side of the fence.

I can't believe so many people want to deny Mookie one of the all time catches in post-season history. He had that if the fan didn't get there. So by the letter of the law and by what was going to happen, I'm happy with the call.
At a minimum, it may have been a tie which the rule book doesn't address. Definitely the front part of Mookie's glove is still in the field of play. There is no way you can tell me definitely the ump got it wrong. So the call stands.
