Take away the pads, no need to make rules against certain hits if you remove the pads and helmets.
It is certainly getting harder and harder to watch. The product is not the same as it was 7-10 years ago. Only 3-4 teams are TRULY good and the rest of the league is either just bad or completely atrocious. Gambling and fantasy football keep it alive.
On a side note, the players decided to bring politics into the game at the worst time. Tuned out a good portion of fans including myself.
NFL needs to get back to the basics.
Preseason is always unwatchable.
Now let’s watch Super Bowl highlights.

You guys have short memories. Politics have always been part of the game. The difference is there wasn’t the internet to tell you about it every second of every day.
viewership was down last year so revenue has to be dropping also. How will they follow through with the existing contracts?
There is no game that compares to pro football for excitement and watching amazing athletes at work.

The problem is, they are now too big, too fast, too strong because of PEDs and as a result most teams cannot make it through a season without multiple major players receiving serious injuries and as a result this impacts the teams ability to win severely.
If they had the rules of 10-15 years ago there would be nobody left to play the games after the first few weeks of the season.
The only players that should be allowed to have face masks are the ball handlers.
All defensive players and offensive lineman without the facemask will actually learn the art of
tackling with the shoulder rather than the head.

Should just remove helmets all together. Mostly they are just used as a weapon and they don't really protect the head all that much.
To the OP, preseason is always boring.

Revenue is actually up.
Watching live football is one of the few things people watch as it is broadcast these days. So it has value.
And merchandise seems to be bigger than ever for the NFL.

I was thinking there can't be a game any more boring.
Huddle. Formation. Wait. Quick play. Review by refs. Penalty. Walk back. Huddle.
Very boring.

In that case, track and field must bore the heck out of you.
I used to be a fan, but I haven’t watched a single game since the NFL didn’t kick out the kneeling bums.

If you have tuned out how do you know it isn't as good as 7-10 years ago? Just because Trump can get away with telling lies with no logic or consistency doesn't mean you can.
Why are 100,000 fans in the stands at some college football games? How much does a commercial cost a sponser on SB Sunday?
Magazines, merchandize, TV talk shows, MILLIONS of fans turning on football games on just one weekend.
Why?

“I hate the government. They take too much money. We need to have less government control in our lives.”
*turns on a football game*
“HEY!! Why are those football players refusing to kneel down and swear allegiance to the government!?”

Or rather, stand up and swear allegiance. You know what I meant. Even more bizarre is the pledge of allegiance, which was literally invented by socialists to spread socialism, and yet is now championed by people who profess to hate government excess.
It's certainly better than watching stick figure people with no personalities jogging for 11.5 laps and sprinting 400m in 51-53 seconds. Most guys who don't like the NFL are just the spiteful nerds that aren't cool or athletic and wish they could fit in.
NCAA football, basketball, hockey are a lot more enjoyable to watch than pros.
