is a bmi of 19.0-19.5 fat for a teenage girl distance runner? what is ideal?

That about right. I'm a male 5'8 and 130 ibs, so that puts at 19.8 BMI.
BMI is not necessarily an indication of ideal body fat. I find the percentage of fat analysis at grocery stores in pharmacy section to be fairly accurate.

19 is roughly Hicham El Guerrouj's BMI. If you're asking whether that is fat, you're either a compliment-fishing troll, or an anorexic, which is a severe mental disorder for which you should seek help immediately.
Let’s just say that I’d have to lose 48 pounds to have a BMI or 20.00.

i'm not a compliment-fishing troll or anorexic. im just asking a genuine question. mainly because i found this online weight calculator for runners, and it says im supposed to be about 10 pounds lighter than my current weight and have a bmi of 17.4. It says that my current weight is closer to the ideal weight for a sprinter or hurdler. heres the link:

It is not correct.
Paul Tergat: 6'00", 137
Haile G: 5'5", 119
Both above 17, Haile in the upper 19s. These are some of the greatest of all time (likey EPO usage notwithstanding), so I think you're okay.
We have different bone structure. We have different bone density. If one has a larger bone structure and/or if one's bone's are more dense, more muscle is required. BMI does not factor my earlier statements. If you are near 15% body fat, stop worry about BMI. If one is a naturally curvy woman, one will not be able to get lower than 17.5% body fat without great difficulty. If you are chasing a sub-38 10K and/or sub-3 hour Marathon, do not ruin your healthy worrying too much about BMI.

Do not get OCD about your weight.
DO NOT.
Eat clean, eat plenty, and run a ton. Your weight will optimize itself. Do not try to deviate from your body’s most optimal weight; doing so will screw up your running in the future.
There are no shortcuts. You must run to be a good runner and running well requires eating well. No junk food. Eat mostly plant foods in their whole form.

Can't emphases enough on how dangerous it can get by becoming OCD on the scale. Just run and eat healthy, everything else will fall into place.

i don't have a big bone structure though, i've always had a small frame. and i'm not particularly curvy... at least i don't think so...
Well, if you count beer and ale as being plant-based... I think I can do that diet.
Tofu, bread, peanuts, olive oil, soy, and BEER!
