This question gets asked a lot as some form of transfer or freshman walk-on to a D1 team. The standards for D1 in XC and track can vary wildly as there are a lot of D1 schools that only care about being competitive in the revenue sports of football and basketball, and the non-revenue sports can be weaker than a D2 or D3 team.
You're better off picking a school that you want to transfer to that's a better academic fit for you, then determining if you can walk-on the team based on your recent race times. A good benchmark is to look at the results from a recent conference meet and what the school's top 5000 meter runner ran. A better benchmark is to look at what 5000 meter times (from other schools possibly) scored (top 8?) at the conference meet. An even better benchmark is to look at what times qualified someone for the NCAA regional in the 5000 etc. When you talk to the coach at the new school about walking on, the coach will want to know that you will be as good as the current 5,000 runners on the team, or better.
