This is gonna sound harsh but why do they show the wheelchair races so much? Only a few people do them every year and It’s the same names up front every year. The annnouncers seem to know more about these athletes than the lead runners. SMH. I’m glad to be watching this from my couch thou. The streets look empty too.

It means that he doesn't have a great PR relative to his talent level. Thus if he achieves a PR today, it is not reflective of Rupp being the greatest of the greatest. It is a result of beating his own weak (relative to his potential ability, according to some) times.
