They ARE a business and they're making money, so no, they shouldn't.
They need to do a better job of drafting and getting good players to come to Cleveland. The Cavaliers proved this could be done. It's not impossible. In addition I think the NFL will expand within a few years, that will give the Browns a few more opportunities to win.

Correct. The NFL is just there to take your money. I don’t watch it for this and many other reasons.

Minus concession sales and merch getting people to pay and not show up sounds like they are doing just fine.

And if Kennedy hadn't been shot in Dallas he'd have been the Democratic presidential nominee in 1964. However they're doing it, the Browns are making money.
The majority of highly profitable businesses produce an awful product.
There is zero incentive for the front office to actually care about putting a winning team on the field.
Let's see:
1. The league gets ridiculous revenue from the selling of TV rights. This is distributed out to the 32 (I think) teams.
2. Stadium naming rights revenue
3. Taxpayer funded stadium and tax breaks from the city.
4. All revenue from stadium concessions, probably parking (the city of Cleveland might control the parking) and in stadium advertising
5. If I'm not mistaken, the league also splits all revenue from merchandise sales evenly, as well.
6. The fans have shown, whether the team is good or not, they will still buy the season tix and the individual game tix.
They need to bring back RG3 ("He's the man" according to Larry Michaels)

I was living in Cleveland back when Art Modell moved them to Baltimore. The city was a complete mess back then. The public schools were all falling apart. Kids had to wear their snow jackets in class because a lot of schools were operating with furnaces that were built in the 1920s. Gang violence was surging with the crack academic. And even the arts were affecting, with the Cleveland Ballet folding and going out of business. Amidst all this, city leaders scrambled to fund a new stadium to get an NFL team to come back to Cleveland. And people were shocked when the formerly very affordable season tickets and single game tickets became extraordinarily expensive, pushing out many devoted working class fans. Meanwhile, Cleveland has just continued to fall apart. The city has lost about 20% of its population due to the loss of manufacturing jobs and urban decay (Cleveland really took it on the chin in the housing crisis). Had all the money that went into building a new stadium gone to shoring up the school system and attracting new industry, Cleveland would probably be a much different city that what it is today.

A lot of the $ for the new stadium came from politicians getting the land where the new stadium was proposed labeled as a "park" so they could funnel state and local tax money to build the stadium. We can't let those making millions risk funding a stadium themselves.
