She runs on the inside line and INSIDE the inside line and people are complaining about her age?

From the 16-17 NCAA DI manual
2.6 The Principle of Nondiscrimination. [*]
The Association shall promote an atmosphere of respect for and sensitivity to the dignity of every person. It is
the policy of the Association to refrain from discrimination with respect to its governance policies, educational
programs, activities and employment policies, including on the basis of age, color, disability, gender, national
origin, race, religion, creed or sexual orientation.
If you don't like the above statement, go work for the NCAA and change them from within.
Till then you cannot discriminate based on age or national origin.
National Basketball Association (NBA) has foreigners and even an international team in the league.
National Hockey League (NHL) has foreigners and even multiple international team in the league.
National Collegiate Athletic Association (NCAA) has foreigners and even new international member schools (likely more in the future.
So in American sports - the word National is NOT equal do United States only.
Also, I could be wrong on this, but the NCAA does not award and All-American status awards - that is purely a function of the coaches associations for a particular sport.
So the United States Track and Field Cross Country Coaches Association (USTFCCCA) awards All-Americans to not only American athletes, but also to foreign athletes. Yet they don't use the word "National" in their organization, they actually use the country - USA. Strange.

You should take a look at the NCAA eligibility situations of football players Chris Weinke and Brandon Weeden, both of whom I believe were 29 year old seniors. Both played professional baseball out of high school before going to college for football.
As long as you aren't competing in the sport or attending college your NCAA eligibility doesn't start and there is no age restriction.
Nate Boyer's elgibility did not start until he attended the U of Texas at age 29, after serving 10 years in the Green Berets. He was 34 by the end of his 5 years.
Joe Thomas at 55 was at one time the oldest to play D1 football.
