I used to beat everybody in high school. Now I run Div 1 and am a middle-of-the-packer. It sucks. I am 22 - is that too old for high school races?

I ran as a bandit in a 2 mile high school xc race at the age of 22. Because it was xc, I blended in a bit more, but I looked younger than I was to begin with. I might have blended in with the seniors but standing next to freshmen and sophomores was awkward. It was worth trying once, but wouldn't do it twice. Especially not in T&F.
18...maybe 19 if you were held back a year.

I bandit high school track races all the time. Usually no ones cares. Exception being shorter races in which people are assigned to specific lanes. I've gotten a stern look or even been asked to leave the grounds in a few instances with lane assignments.
I'm 43, btw. Would probably feel okay running with the HS kids until my sons graduate. Once they are out of HS, it would be kinda weird if I still showed up to run.
What do you do for uniform and bib? Run without?

Just wear any singlet you have. No one will notice. And if they do, they won't care. And if they do, chances are they won't be anything about it anyway.
Why do you get to run in a high school track & field meet? That does not seem very fair. There have to be millions of guys who would like to do it.

The correct answer is 20. Most states allow 19 year olds to compete in high school athletics.
Great interview with Steve Cram - says Jakob has no chance of WRs this year
