The term "begging the question" is a logical fallacy. The speaker assumes that his original premise to be true (ex. 97% of scientist agree) therefore using the premise as support that the conclusion must also be true. It's circular reasoning.
"Begging the question" is not the same as "asking a question". Dummies.
