Peter Kesting of Olympia HS in Washington State ran 4:11 in the 1600m as a junior a few years back. He didn't run track his senior year. After he graduated high school he departed on a couple thousand mile bike rides through North America and another trip solo through Asia.
I have seen several over the years who didn't because academically they didn't qualify for the four year schools they would have wanted to attend, and they didn't want to bother with a JC for a year or two to try and qualify after that. Some people simply aren't cut out for college and know it.

He did a make a return to running at 26, about 6 years ago and crush some legit times.

A lot of good answers coming up and this probably the best. I am not an example since I didn't (and couldn't very well) run mid-D but did run 10k and was pretty good. Didn't consider NCAA. It didn't seem like a 'next step' to my peers and me.
Illinois had a State Champ back in the 80's that never even thought of going to college.
