I'll nominate Cairo, IL.
Cairo is located at the confluence of the Mississippi and Ohio Rivers. It is tucked way at the southern teriminus of IL.
It's basically a pseudo ghost-town slum that has lost 90% of it's peak population. It's really spooky because their are still people living there and roads are paved and there's some historic buildings that are still around but most of it is just bombed out. The downtown has well-maintained red brick streets and old gas street lamps, but there's nothing else.
It's also surrounded by a huge concrete levee on three sides which gives it a prison-like feel. The few buildings that are standing are often very well-built and historic but they have trees growing inside of them because they've been so neglected for so long.
