One of the main benefits of running a lot is that you become better at running. It´s a skill. I you want to be a good tennis player you have to spent many hours on the tennis court. It´s the same with running.
High mileage runs and interval workouts have totally different goals and can (should) co-exist in a given plan. I'm not sure why you think it's one or the other.

Doesn't fast running teach a more appropriate skill?

Yes, but you can't go out and run at race pace every day. Which is why the majority of the mileage needs to be slower.
I am totally confused by the question. high mileage and intervals are not mutually exclusive.
Long run, intervals, hill work, tempos.....Repeat!!!! Stop making things so complicated.

Because high mileage produces better results in the LONG TERM for most runners.
