Based on my limited experience, this is the answer if you are looking for an actual town. I would prefer a more remote location around Valle Crucis or towards Banner Elk...away from the college kids at App. State, but close enough that Boone is a short (and fantastic, if you have ever driven NC route 194) drive away..

Technically speaking, SC and NC aren't part of the Appalachian plateau. It's the highlands west of the Appalachian mountains.
Chattanooga for the win. Outside magazine ranked it #1 outdoor city in the US, not just the Appalachian plateau.
Depends on how many bears you want around, and how many rattlesnakes, and also which tribe of rural Scotch/Irish producing which kind of drugs or illegal alcohol.
