I've been to a couple races that do this, but they have been the less serious ones anyway. Basically there's one or two other serious runners there, if that, and we just do our own thing. The music and jumping jacks, or whatever, don't affect us, so I don't really see the harm - if the plebes enjoy it, won't it just make them think more positively about running? I think taking things too seriously is just likely to turn those people away.
Fitness instructors pay the races a few bucks to get to do it and get their names out to the public. Races pay top runners a few bucks for finishing in front of everyone else. Don't bite the hand that feeds you.

You're right. All races 10k or shorter should require participants (regardless of fitness level) to run a 2 mile warm up starting at slogging pace and finishing with a just over race pace harder last 1/2 mile. All participants will be required to run at least 4 striders before the race starts and all participants who do not race in racing flats (for a road course) will forfeit access to the post-race banana table.
