Mueller is farming his investigation to states like New York and Virginia.
This does a couple of things.
If Rosenstein is fired along with Meuller and if the federal investigation is ended, it still continues with the states, out of federal jurisdiction.
Gotta love state's rights.
That also means there can be no presidential pardon for any state convictions.
So someone like Cohen is better off cutting a deal since Trump can't pardon him.

For matters that have strong cases for State-level crimes. There's no "reach" into Federal or presidential crimes/misdemeanors/whatever. So, it's all over if the fascists end the investigation.
