Given today's the 5th avenue mile, I was searching for how people thought various road miles compared to track miles. Having done High Street back in 2012/2013 I thought it ran pretty close to exactly the same as a track time wise. There were no hills (up or down) on the course. The course map will tell you that there was a slight U shape to that course elevation wise, but it's not perceivable when running. I know they changed the course, so I guess the course probably runs a bit faster than a track now.
5th Avenue on the other hand, does have points in which you notice that you're climbing or dropping. The net effect on time I got the impression, varied depending on the effectiveness of your strategy. I think if run with ideal energy expenditure, the course seems to run perhaps runs a bit faster than a track. But if you fight too hard up the hills, I think it can actually be slower than a track despite a net drop.
Of course on any point to point course, if there's a tailwind in a given year or a head wind, it will shift times a little further one way or another.
