The IOC doesn't particularly care about the who is on or off a particular country's team with a few exceptions for those who draw a lot of attention such as Usain Bolt. Nobody but hardcore fans have any idea who Keni Harrison is.
Right now the women's 100m hurdles will not have both the WR holder and defending World Champion even entered in the event.
....and it won't matter at all to the overwhelming majority of those watching the Olympics.

I thought the ruling body for each sport had some say in who competes. Don't they set the entry standards?
The men's soccer is an under 23 tournament, with three overage players allowed on each team. Seems a strange rule for the IOC to set. I had always thought that was set by FIFA because they didn't want the Olympics t rival the World Cup.
