Could not care less what he did in CC in the fall, and we don't know if that's on a track, on grass and mismeasured, or what.
The easy answer is yes, of course he can improve 11 seconds and get under 5:00.
So many factors though -- could be hot, does "like a 5:10" really mean 5:18?, where is he in his training?, does he have to double?, and on and on.
I have seen a kid begin the season with a 7:45 and get down to 5:22 by the end of the season, so I can believe just about anything.
