I've never heard of an "Endless Relay", but what you describe seems to have a finite end. Jus' sayin'...
My local run club does a track series and one of the events is a 20 minute race with teams of three, doing the alternating 200s as you have mentioned. I did it once and my team completed 38+ laps. last leg was on his 13th rep, while the other two had already completed 13. Average was essentially 31.0.

The coaches I work with call it Continuous 200's, but yes that workout COULD look like that.
All it really is is a combination of relay exchange practice and some kind of track workout - you can adjust how fast you want the kids to run, or how much rest (by adding in more runners per team), or how many reps each athlete does. All very simple, but it gives the kids a different way to approach a workout that might seem more "fun" to them while still putting in the work they need to do. I have often had my kids do the workout once or twice early in the season before we get into more specific training.
I've read about Clyde Hart's workout program and mentioned "Endless Relay" as mentioned here...

The only thing is it doesn't list HOW its done. Reps, sets, pace, etc.
