By high school would be ideal, though a high schooler can still probably get away with going business casual to an event where a suit is expected. Definitely before starting college, though.

A dressy sportcoat or blazer with non matching dress pants is fine for most undergrads. A suit (which, by definition, requires matching pants) isn't necessary.

This is closest to the correct answer. Lawyers and CEO wannabees - who trade on image more than competency - need suits. Almost no one else does. Very few people wear suits to either weddings or funerals anymore.
I reckon I could get by without a suit (mid-level big 4 employee) - shirt and a pair of smart trousers in the office and a coat if I'm going out.
My (and most of my colleagues) suit jackets spend their entire time on the backs of our chairs.

Why are we applying business dress codes to non-business events?
A "man" should own a business suit when his business requires it. For most careers, slacks and a sport coat will be as much as you need.
As far as other events, it depends on your social circles. Someone mentioned that most people don't wear suits to weddings anymore. I don't find this to be the case, but in some places that might be true. By the time I was in my early 20s, I would have felt under-dressed without a suit at most weddings and several other events I attended.
Early 20's. I got mine before I graduate college for interviews. I was definitely one of the last to get one out of my friends. My dad wanted me to earn it.
