I think you've run at least 1:59 and you just haven't realized it yet.

I think jamin is effin with ya. What are your splits like in a race? Tell us those and we could help you quite a bit if you are doing it wrong.
Assuming you have good 800m pacing (a positive split, you might go 54 then 59), then your problem is probably endurance/aerobic development. Ever run the 1600? What are your times like there. If your problem is a lack of endurance, I would suggest adding in more mileage, lactate-threshold runs of at least 20 mins, and a weekly long run that is 20-25% of your weekly mileage.
