The answer is maybe. He has run 3:28 while training for the 5/10k so you can't definitively say no. However, 3:26 and 3:28 aren't as close as they sound. He would need to dedicate his entire season and training cycle towards it this year or the next. After that he'll be too old.

If we are talking sprint speed. Coe, Cacho, Ovett, and perhaps even Cram or Auoita were faster than EL G. None of them could run El G 1500 Time

He's the double Olympic champ 5/10k and he's run 3:28 in his only serious 1500 in recent years. He can go 3:25-7:19-12:30-26:00s. He's got the talent for it.

Bernard lagat threw down a near sub 51(last lap was 51.94 on the clock but lagat was back in fourth at the bell) while breaking 13 and beating Bekele, thats what it takes to run 3'26"34 let alone 3'26"00

Noah Ngeny 3:28 1500 Man out kicked el g and lagat both 3:26 guys in 2000 OG's on his way to the OG Gold and OG 1500M RECORD.
Ngeny was a better sprinter than both of them. Obviously.
Mo could run with the best of all time 1500m guys. And he doesn't have Coe type sprint speed.
Mo has the ability to run WR 1500M but he won't chase it so we will never know.
Farah's best and only chance for a record is 2000m.

You're right that 3:26 and 3:28 aren't that close, 3:28 and 3:28.81 aren't that close either. 3:28.81 IS his PR.
Moreover, he didn't have a `proper' 5/10k training at that time, he was training to close slow races fast, which is more like 1500m training.
