Is this a brah/xfit thing?
I see it too but I work on a college campus and work out in the gym. I think young bros grow out of the whole "lets skip leg day" thing once they get out of college. They either get fat or smarter about their workouts.
Now that you mention it, I agree that it seems the older bros are more apt to have muscular legs.
I'm noticing quite a few older bros like this, but a lot of them have big bellies and puffy faces. Hmm...
a. I think CrossFit is a wacko cult, but CrossFit is all about squats and cleans and stuff, so don't know where you're going with the CrossFit thing.

That is probably true. The reason is that you look like an idiot if you work out your arms and chest all the time just for looks and ignore actual physical fitness. It is a clue into the mentality of the person who looks like that, because it tells you that they only care about image, not health. I don't automatically assume that people who care about image are idiots, but if they take the time to make an effort to improve image without getting a health benefit while they are at it, they get filed into my "douche" category.
