I bet this is part of why the FBI released the photos—they got a witness who could say "I saw a young guy wearing a white hat and black hoodie put down a backpack" BEFORE they released the photos/video. Helps their case in court.

If a guy sets a bag near you in a crowded area would you just assume it's a bomb? Also, I doubt the guy put it directly at his feet... He was trying NOT to make it look suspicious.
