I don't think that's true. The NYC Half Marathon had $100,000 in prize money in 2012. The players will not show unless many factors fall into play which is just like the current world.
Hopefully they have a qualifying standards that are high enough to be difficult, but are low enough to give a 17:00 5k guy something to reach for if he works really hard at it.
Various better ideas:
-A pro cross country circuit culminating in USA XC
-A massively increased prize pool for USA XC
-Bigger and better pro track series
-A unified high school XC championship
-A throwback meet with imperial distances
-Indoor cross country circuit (think Monster Jam, but with people instead)
-Nationwide standards on high school and college XC and track race distances

What about the 30k or 20 miler? Those were popular back in the day...
Men - sub-34 minutes, women - sub-38. Those are world class times for 12K.
Oh, and two of the biggest races in the US are Bloomsday with over 50,000 runners, and Bay to Breakers which has over 30,000 runners. Both races attract world class fields and so I can only assume this was an oversight on your part.
