Salazar as much as said they were going for something big in the next month. They clearly have plans for a fast time somewhere and a 5k makes as much sense as any.
He broke the American Record in the 2 Mile there so I am sure he likes the track.
The AR at 3000 is tougher because 3000 is closer to Lagat's optimal distance then 5000. Lagat's optimal distance may now be the 5000, but that is optimal in terms of racing for place, not time-trialling.
However, they might be aiming at the 3000, which is raced more often than the 5000 indoors.
All of this seems to imply that they are going for some sort of double peak this year, with the indoor one designed to improve his speed and speed endurance for an outdoor 10,000 peak where he can stay with a fast pace and kick well a la Bekele.

Lagat broke the record last year on the same day that Rupp set the 2 mile record. The record is currently 13:07.

Yes, the two athletes practically exchanged records. Rupp got Lagat's 2 mile record, Lagat got Rupp's 5K record.
I hear ya Uncle Sam, and I agree. Rupp's 13:11 is the AR.
Rupp says he's going for a fast 5000 in Birmingham, not Tyson.
Salazar has said that Birmingham is going to be set up to be a sub 13 minute race. I think Rupp will be under 13 minutes.
Rupp is going after the American Record, not the World Record. Him and Lagat keep flip flopping. That is why, I think, he is doing the 3k this week and the 5k later. He wants to end the flip flopping and let Lagat know its time for him to retire :)

Lagat ran 13:07...but he is a Kenyan. Great runner, seems to be a good guy, has papers declaring that he is a naturalized U.S. citizen...but he is still a Kenyan. Rupp has the American record.

Thank you. You obviously have the common sense required to draw the distinction between Kenyan and American. Thank goodness we're ALL not so desparate for fast "American" times that we settle for the naturalized citizen loophole.
